FFL 07 and Class 2 SOT
Hastreiter Industries is FFL 07 Licensed with a Class 2 SOT
Behind every firearm or suppressor on the market there’s a federal license and a machine shop making it possible.
Many people don’t realize what goes on behind the scenes to legally manufacture and sell firearm components in this industry. That’s where the Federal Firearms License (FFL) and Class 2 Special Occupational Tax (SOT) come in.
What Is an FFL?
An FFL, or Federal Firearms License, is issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). It allows machine shops like Hastreiter Industries to legally engage in the manufacture, sale, or import of firearms and related products.
There are several types of FFLs, each tailored to different needs — from dealers and gunsmiths to importers and manufacturers. For a type 07 FFL, it allows for the legal manufacturing of firearms, excluding destructive devices. At Hastreiter Industries, we produce CNC machined components for the fire arms industry, particularly Suppressors when combined with Hastreiter’s SOT.
What Is a Class 2 SOT?
An SOT, or Special Occupational Tax, is also issued by the ATF. It allows an FFL holder to engage in the manufacturing (Class 2 SOT), importing (Class 1 SOT) or dealing (Class 3 SOT) of NFA controlled fire arms. NFA regulated firearms include suppressors, short-barreled rifles and shotguns, and certain other specialized products.
With Hastreiter Industries’ FFL 07 and SOT Class 2, Hastreiter provides Suppressor components to OEMS and other specialized solutions in combination with Hastreiter’ ITAR Registration, NIST 800-171 program and DoD subcontracting support.
How does an FFL Type 07 and a Class 2 SOT work together?
Holding both an FFL and a Class 2 SOT allows a Manufacturer to:
- Manufacture firearms and suppressors to strict federal standards.
- Expand into NFA-regulated items with full compliance.
- Distribute legally to qualified buyers, OEMs, distributors, or agencies.
- Build trust by operating under the highest levels of oversight and accountability.
Together, the FFL and Class 2 SOT provide the framework that keeps our industry regulated, professional, and forward-moving.

What other factors matter for manufacturing suppressors and firearm components?
For OEMs looking to source precision machined suppressor or firearm components, there are more factors than just FFL and SOT. Other regulatory requirements like export control and quality are considered.
Components manufactured may be on the United States Munitions List (USML) which requires the manufacturer to have ITAR Registration and compliance. Other Quality Management related certifications or industry reputation may be required or preferred for the manufacturer’s legitimacy in areas like process control.
